Tuki emphasizes SHGs’ involvement in Coop movement

ITANAGAR, Nov 14: Chief Minister Nabam Tuki this morning inaugurated the 59th All India Cooperative Week celebration at Polo Park, Naharlagun. The week-long celebration coincides with the International Year of Cooperatives 2012 declared by the United Nations and is being organized by the Arunachal Pradesh State Cooperative Union.

Tuki, in his inaugural address, recalled the golden days of the cooperative society during the NEFA days when most of the essential commodities were supplied by the public distribution system (PDS) run by the cooperatives or large size multipurpose cooperative societies.

“Those were the days when essential commodities reached remote and far off places of the state on time and in sufficient quantity,” he said and beckoned the cooperative society to regain its lost glory.

The Chief Minister pointed out that the department of Cooperation and the State Cooperative Union had a major role to play in making the state self-reliant. Reiterating the Government’s commitment to eradicate unemployment, he said self-employment avenues can be created through economically viable ventures only with the help of cooperative societies. “Cooperative societies are essentially for profit making ventures that can create gainful employment. I would therefore suggest that cooperative societies must be formed in every village,” Tuki said.

As Arunachal Pradesh is completely an agrarian society with over 75% people depending on agri-horti sector, Tuki said his government has attached top most priority to the sector to empower the masses.

“Animal husbandry, dairy and poultry sector in Arunachal Pradesh play special role in upliftment of rural economy.  In the background of huge market demand for milk, meat and egg, this sector requires special attention,” he suggested.

Tuki also emphasized the need to involve Self Help Groups, especially women SHGs, in the cooperative movement for better results. Reminding that under the Micro Finance Vision about 3907 women Self Help Groups have been formed he proposed to organize Self Help Group Marketing Melas in all districts.

“In this endeavor too I believe the Cooperative Movement could render its helping hand and thus strengthen rural economy,” he appealed.

Commending the Arunachal Pradesh State Cooperative Apex Bank Ltd for reviving its business, the Chief Minister called upon its officers and employees to be sincere in discharging their duties in service of the people and win their confidence.

“The only state-owned bank has passed through a rough phase. Therefore it should be ‘once bitten, twice shy’,” he cautioned.

The Chief Minister maintained that as the United Nations has declared 2012 as International Year of Cooperative with the theme – Co-operative Enterprises Build a Better World – it is the bonded duty of all, particularly the cooperators, to go for introspection as to how the cooperative movement in the state could become a people’s movement by reviving its lost glory.

The cooperative movement that started in the state from Pasighat in 1957 today has about 600 identified cooperative societies led by the Arunachal Pradesh State Cooperative Apex Bank Ltd., Arunachal Pradesh Cooperative Marketing Federation, Arunachal Pradesh State Cooperative Union and the Arunachal Pradesh Cooperative Weavers’ Federation. The National Cooperative Union of India leads the movement at the national level.

The inaugural function was also attended by Cooperation Minister Jarkar Gamlin as Guest of Honour, Agriculture & Horticulture Minister Setong Sena and local MLA Techi Kaso as Special Guests among others.

The week-long celebration would have series of programmes like a seminar, Round Panel Discussion, essay and debate competitions, a Credit Day by the Apex Bank, a bicycle race and a cultural extravaganza on the concluding day.

Later, the Chief Minister visited the exhibition-cum-sale stalls. Besides interacting with members of the cooperative societies he also bought several artifacts and local products.

Earlier in the morning, the Chief Minister paid floral tributes to Late Jawaharlal Nehru, the first prime minister and architect of modern India, on occasion of his birth anniversary at Rajiv Gandhi Bhavan, Itanagar.

A patrolling party headed by SI rank officer has been detailed to patrol around media offices between 3 p.m. to 9 p.m and inspector rank officer shall supervise their patrolling.

Attendance register shall be maintained at reception of media offices and patrolling party shall mark their presence in the register as and when they visit the media office, the SP suggested.

Tourist delight ‘Hot-Water Spring’ given a new look

Gyati Kacho

DIRANG, Nov 14: The famed ‘Hot-Water Spring’ of  Dirang located 4 kms away from Dirang township en-route to Tawang was given a facelift on November 10 last with a social service-cum-cleanliness drive initiated by Dirang General Administration with support from All Dirang Students Union (ADSU) and general public of Dirang.

The spring is considered a ‘special attraction’ in the itinerary of the visiting tourists to twin districts of West Kameng and Tawang. This natural hot-water spring flows from atop the nearby hills and drains into Dirang River all throughout the year. The Sulfuric content of the spring water is said to cure various kinds of skin diseases besides rejuvenating the body and giving an aesthetic feeling to bathers. Buddhist believers from far and near throng the site and camp here to bathe and meditate during holy months. Others willing to enjoy a refreshing hot-water sulfuric bath especially during the chilling winters makes it a point to visit this place.

‘This god-gifted hot water spring is not only a boon to people of Dirang circle but an asset to the people of Arunachal Pradesh. Hence, every effort must be made to protect and preserve this important tourist destination site’, said newly appointed Dirang Additional Deputy Commissioner D. Riba, while calling for keeping the place neat and clean to attract more tourists.

Meanwhile, senior public leader Senge Tsering appealed the state Govt. specially the tourism department to provide more funds to renovate the twin-bathing pools. ‘Although it is learnt previously that the nodal department had placed some fund for the site, we have also learnt that it has been utilized in construction of a guest house for the visiting tourists and in other maintenance works. We have however to renovate the dilapidated bathing pools which are of basic and prime importance’, he explained. Indeed, the bathing pools are in bad and dirty condition with mud and silt spread all over. This is dissuading the tourists to enjoy a refreshing hot-water bath at this famed site. The pools could be properly renovated with separate bathing pools for men and women along with changing rooms to lure more visitors. Also, with proper and decent bathing facilities, some genuine amount could be fixed as entry fee to the visitors which could be used for upkeep of the important site.

Other participating students and public informed that the site was also frequented by late chief minister Dorjee Khandu, who loved coming and bathing here for its aesthetic, rejuvenating and medicinal values.

The day-long social service-cum-cleanliness drive was also participated by several Dirang based Govt. employees and public from all walks of life.

This is not a sign of civilized society

Dear Editor,

Every morning, as I browse the internet edition of Arunachal Times, a feeling of chilling eerie sink down below my spine, seeing the reminder message of an anti-social elements still at large in society, who made an unsuccessful attempt on the life of Associate Editor of Arunachal Times, Tongam Rina. More than hundred days have already passed.  But the incident that had brought the functioning of all institutions of our society to almost grinding halt and  the incident that invited lavish condemnation from all sectors of society, forcing the government to promise to bring the perpetrators of heinous crime to justice, has failed to see the light at the end of the tunnel yet.

The footprints of the incident are yet to dry, a similar incident of attack on another media house echoes across the state to the dismay of the peace loving people of the society. Any person with an average intelligence can make out that the failure on the part of system to bring the perpetrators of earlier similar incidents has emboldened the anti-social elements to repeat this condemnable act. It can be presumed that  frequency of such act will increase, giving an uncomfortable sense of social impunity for the same, unless responsible citizens of the society act upon to bring them to logical conclusion.

This is not a sign of a civilized society, and of course, not the legacy our founding fathers of democracy and Republic have hoped for. This successful enactment of extra-constitutional act by certain vested interest group shows that we are in a society hosting inefficient systems where our future is not safe, the future of our children are bleak. Every individual of the society, from the highest echelon in the power-ladder to the grass-root level player is responsible for making such a society, by deliberately ignoring the existence of threat that is looming large. People with silver spoon in their mouth, should realize that they too could be in the receiving end of the society ridden with inefficient systems in their days of hardship.

So, it is in the interest of every one of us, irrespective of religion, region, caste, tribe and gender, to build and nurture a society with such systems which can efficiently deliver welfare services that is predictable, valid and reliable. This will act as a perpetual insurance for secured future, not only for us but also for our siblings too. Having fearless, neutral and ethical media house under certain legislative provision is one of the basic requirements for having a progressive society.

Last but not the least, heroism does not mean to do something extra-ordinary, but it means doing something that helps to maintain and increase the smooth and efficient functioning of the systems of our society. That way, every one of us, from the top most political executive to a person living in interior village without road, potable water and electricity can be a hero, by contributing in our small way, helping to make the system of our society more smooth and efficient. That is the panacea for all the ills of our society.

Yours’

Ahi Valley cries for development

Dear Editor,

Through the columns of your esteemed daily, I would like to draw the attention of the Chief Minister towards the backwardness of Ahi valley, one of the remote areas located in the Dibang valley district under Anelih Arzoo circle.    The area remains isolated. Virtually, there is no means of communication and there is no transportation facilities. As a result, the area remains underdeveloped in terms of education, communication and good governance.

It is worth mentioning here that surface communication project being undertaken by the PWD to connect entire Ahi valley is going on very slowly for last many decades. Therefore, the project should be handed over the BRTF for early materialization. Moreover,  the authorities should give utmost importance to the education sector  for balanced development.

Yours’

Barrier in internet access

The United Nations agency, UNESCO called on governments to implement policies that facilitate broadband connectivity instead of putting up barriers particularly during political developments.

Knowledge and ideas today flow in volumes and at speed that we could not have imagined years ago, ‘regardless of frontier’ and at low cost, the Assistant Director-General for Communication of the UN Educational, Scientific and Cultural Organization (UNESCO), Janis Karklins told participants at the Internet Governance Forum (IGF). However, barriers to this flow still exist, and new ones continue to emerge.

UNESCO recognizes that the Internet holds enormous potential for development, providing an unprecedented volume of resources for information and knowledge and opens up new opportunities. The principle of freedom of expression must apply not only to traditional media but also to the Internet and all types of emerging media platforms which will definitely contribute to development, democracy and dialogue, it states.

In an IGF session focusing on online freedom of expression, Karklins said UNESCO has seen cases of Internet service shutdowns during times of political developments in some countries, limiting connection of specific communication platforms, arbitrarily blocking and filtering content, and criminalizing legitimate speech to silence dissent. He observed that unwarranted surveillance and violations of the right to privacy have also been inflicted upon Internet users around the world. Many have faced imprisonment, harassment and cyber-attacks.

The UNESCO official also underlined that States must promote accessible Internet connection and inexpensive equipment, as well as media literacy among their citizens.
